Here's my application for Neo-Queen Serenity. I see that there have been two others-- but I figured I'd give it a shot and see if I make the cut! If not I'll try and apply for another character. Also, under the history section, I wasn't exactly sure whether the Admins wanted to write up to New Earth, or end with Galaxia... And also, pretty much everyone knows what happened in the anime arc, so I didn't rehash every battle/event, but added my interpretation of Usagi's personal history and growth throughout the series.

Personality: Usagi is an optimist at heart. She is empathetic, sometimes to the extreme, and makes personal sacrifices for others. She values loyalty highly, and cares about other's perceptions of her, sometimes being too sensitive. Usagi cannot take criticism very well, and gets defensive or sometimes breaks down into tears.
Upbeat by nature, she is sometimes very distractable, and doesn't value hard work as much as other people. She's not always logical, perferring to place her trust in intuition and emotions before plain logic. However, her empathetic nature and interpersonal skills help her to assume leadership. She knows what motivates others and how to bring out the best in them. At the same time, she resents conflict and will sometimes sacrifice her own self-interest or give in just to avoid confrontation or ruffled feelings. She draws her strength from others, and hates to be alone.
Usagi is highly invested in her personal relationships, more so than any field or hobby. School studies never failed to capture her imagination. She is more intrigued by stories, evidences by her love of games and manga.
History: Usagi was born into a nuclear family in Tokyo. She grew up loved, and also a bit spoiled. Her grades were dismal and she was absorbed with her own friends and interests more than politics or learning about the world at large. She had never had to assume much responsibility, or face personal tragedy.
However, at 14 that all changed when she was confronted by Luna and told that she was Sailormoon, charged with protecting the earth against Beryl. Usagi was disbelieving at first; it was her love of Naru that got her mobilized and overcame her fears.
As time went on, Usagi slipped into her senshi role reluctantly. She did it because it was necessary, and sometimes resented her responsibilities, almost rebelling in that she refused to reform and continued to behave as a 14 year old teenager, vexing her fellow senshi and Luna, at times. Her one wish was to go back to being a normal 14 year old girl.
But, despite her personal misgivings about her fitness for the role, the revelation of being Princess Serenity and the danger of Beryl pushed Usagi on to defeat the evil queen, even after the deaths of her friend and her prince, and the realization of her fear of going it alone. Even though some of her less-than-royal tendencies continued into the battles with the Black Moon family and onward, Usagi began to believe in her mission and accept her vital role in protecting the planet.
Even under these burdens, Usagi never lost her pure and simple faith in the power of love and morality itself. She refuses to sacrifice even one human life "for the greater good," as evidenced by her fight to save Hotaru, even after the emergence of Mistress 9 and the rebukes of Sailoruranus and Sailorneptune.
After the defeat of Galaxia, Usagi watched her friends pursue their dreams. At first, she didn't know what she wanted to do, but just waiting for the future was no longer an option. The older she became, the more she realized that people were her passion and driving force.
Though her high school grades were better than her abysmal Juuban transcripts, she just managed to scrape by the incredibly difficult college entrance examinations, and Usagi knew she wouldn't be able to get into places like the University of Tokyo or Kyoto University.
Instead, she was accepted to a private school, International Christan University, in the the Mitaka area of Tokyo, just outside the 23 Central Wards. Only 45 minutes away from Azabu-Juuban, it was close and had a good liberal arts program, and other than a some general education requirements, allowed students to build their own course of study. Usagi majored in Psychology with a focus on community and social psychology, and minored in Peace and Conflict studies, surprising herself by maintaining a B average, after finally finding something she was interested in-- and a change in education style. Unlike the rote learning and exams that were stressed so heavily in grade school, university classes wanted class discussions and stressed conceptional understanding, a welcome difference for Usagi who had never excelled in the grade school setting. Though she enjoyed her major classes, she still had immense difficulty with the bilingual expectation-- ICU demanded students be fluent in both Japanese and English, and the additional World Languages requirement after that.
On Luna's suggestion that, if she should be queen, she should have some experience living in a foreign country, Usagi studied abroad one summer in the Balkans, studying local ethnic conflict and peace building, as well as the ongoing war crimes trials.
After graduating, Usagi was interning with one of the members of the Diet, working on refugee issues when conflict with Old Earth forces arose. Again, duty demanded that she fight and win, and again, she heeded the call. Even so, she was still surprised that after everything, she was the one called up to be queen! To this day she never could really see herself as a ruler, and it seemed surreal to take the throne. But at the same time, she didn't trust anyone else to do the job, either.
After the emergence of New Earth, Usagi had hoped for some semblance of peace and happiness. While much excitement came from being queen and the upcoming wedding, she retained some personal doubts-- was she truly fit to be queen? How much of her responsibilities were to do what she saw as right, or to represent the interests of the people? The prospects of designing and presiding over a new government were daunting, and unlike enemies in the past, she is unfamiliar with the new political battles and intrigues, and daunted by the sheer magnitude of constructing a new, global government.
Powers: Usagi's source of power is the Ginzuishou, the silver crystal which draws from the power of the Moon. The Ginzuishou is passed down matrlinealy. Though the Ginzuishou has great power, for for creation/purification and destruction, it also draws upon the life source of its holder. Usagi has accomplished much with the ginzuishou but her greatest feats (Beryl, Pharoah 90, etc) were done also with the help of the senshi combining their power with hers. In the fight to save earth from the asteroid after the Xenian attached to Fiore perishes, Usagi uses too much of the Ginzuishou and it shatters. Her wish to protect everyone, and her efforts to do so were too much of a tax on the Ginzuishou. Though Usagi's abilities advance as she ages and train, the Ginzuishou is not limitless, and even without using all of the power, Usagi is shown to be extremely drained after its use.
Other powers have been shown to counteract the Ginzuishou, most notably the black crystal of the Black Moon family. While in the compound with Demando, Usagi could not transform into Sailormoon because of this counteraction.
Past Life: Usagi's memories of the Silver Millennium are limited. She remembers the final scenes: the ball and the attack on the Moon, as well as Endymion and her death. She also remembers a few of their meetings, and some of the interaction with Queen Serenity.
Growing up with the expectation of inheriting the crown of the Silver Alliance was a source of immense pressure for Princess Serenity. Like her present-day incarnation, she sometimes resented her position. She didn't understand why the Earth was so disadvantaged and shunned. She loved the beauty of the Earth and would stare at it endlessly, and would sneak off to Earth to explore, even though it was forbidden. On one of these visits, she met Prince Endymion, and they fell in love.
Princess Serenity did not pay much attention to Metallia until the evil force threatened Endymion and the Earth. She was caught unaware when the attack on the Kingdom came, never expecting that Metallia would triumph and the Silver Millennium fall.
