OK, so Mako-chan and I were talking about the size of the Crystal Palace-- to make a long story short, I did a very quick (and incorrect) figure in my head, thinking there would be about at least 25,000 personnel on the compound daily.
Heh. Boy did I underestimate! I decided to sit down and calculate some basic figures of what a potentially global government central site would look like. However I know I have missed some things so this number will probably turn out to be small.
First of all, we have the hospital there-- the size I would have to confer with Ami-chan about, but we know that they have imaging there, an ER and a pharmacy. That means pharmacists, receptionists, x-ray technicians, as well as radiologists and other doctors, nurses, etc.
Then we have the shrine. And we have the ministries (at least the ones that have already been made up ^^-- Ministry of Agriculture, Ministry of Finance, Ministry of Defense, the Treasury, Ministry of Intelligence, Ministry of Counterintelligence, Ministry of Justice, and Ministry of Energy, Ministry of Environmental Affairs, etc, etc... So you have the Minister each of those, Deputy Minister, their executive staff, mid-level management, etc, all the way down to the secretaries. Each ministry would have at least 10,000 personnel. Similar departments in the US have about 5,000 in personnel; considering that this is a global government 10,000 would be a very modest starting amount of staff that would be growing daily, I would imagine. The Ministry of Intelligence would have over 75,000 personnel-- breaking down in Signals Intelligence, Communications Intelligence, Electronic Intelligence, Satellite Intelligence, plus labs for research, and analysis, listening posts, storage, and a vast number of computers and servers. Then you would have a cartographic department, the codebreakers/encrypters, Human Intelligence, paramilitary units, etc, etc... Each with high, mid, and low levels of command, with a global reach and presence-- making it significantly larger than any other intelligence group on the planet-- the NSA has an estimated 18K employees, and it is just ELINT and SIGINT-- the CIA 20K-- estimates for other large intelligence organizations like MI-6 and GCHQ I couldn't find. Since the draw for employment is global; such organizations would also be much larger than what we have seen for any "Middle Earth" country.
The Ministry of Defense would have an Army, Navy (with Marines), Air Force, and probably Coast Guard as well. Ministry of Intelligence and Defense will have locations other than the Crystal Palace compound for security reasons, but much would be headquartered there-- contributing several hundred thousand of personnel put together.
There would also be some kind of Ministry of Diplomacy or Global Affairs, full of civil servants running consulates globally and getting the new government put together. That would probably run 25-30,000 personnel on the compound alone.
You would also have the Secret Service (which Lucan runs ^^) that would have to protect all that on the compound-- plus the executive emergency response team, the ordnance disposal team, sniper units, heck, they probably even have riot control. The details for all of Ministers, the Queen and her court, all of the lackeys to man the metal detectors and do the background checks and watch the CCTV cameras. Security would be working 24/7/365, so there would have to be personnel for each shift-- putting personnel levels around 7-10,000 (some of whom would be off of the compound, but that still puts a large number on).
Then you'd have the Executive offices staff, including senior aides-- I would put that around 100-150, not too big. But there's the maids and servants to take care of the Queen, King, and their court-- the apartments; the computer technicians and IT staff to run the (already shown to be) highly developed computer network. There's the people who have to clean up, the construction and maintenance staff, the electricians to deal with (I imagine the palace would be independent from the power grid), the backup generators, heck, even water treatment plant. And in such a large place I would even image there would be a movie theater or two in the public areas, like on base. Oh, and there's the public gardens-- imagine how many people it would take to to keep those looking nice!
I have glossed over my actual math here and I am sure I have missed a whole lot which feel free to chime in about! But just considering the scale of everything I think I could confidently list the number of personnel at 650,000 upwards to 800,000. As the government continues to grown and maintain power, I would imagine that number might cross a million.
Kind of gives a bit of scale to it all. ^^;
